Yep. This oil pan does come with new screws and washers.

with the afe oil pan. will, the oil dip stick read over the full mark? because of the extra 2 quarts being added with this pan.

It will not. The aFe pan has extra depth, so the stock dipstick should still work exactly like it did with the factory pan.
